Character and Citizenship Education (CCE)



Character and Citizenship Education (CCE) aims to inculcate values and build social and emotional (SE) competencies in pupils. This in turn is to develop them into good individuals and useful citizens in a fast changing and globalised world. It develops pupils through an understanding of the values that define the Singapore society, inspiring them to show concern about the world they live in, and demonstrate empathy in their relationships with others

The new CCE syllabus was introduced in stages in primary from 2014. In addition, CCE Guidance Modules—Education and Career Guidance (ECG), Sexuality Education (SEd) and Cyber Wellness (CW)—will address pupils’ social-emotional and developmental needs. The Form Teachers’ Guidance Periods (FTGP) incorporates ECG and CW topics into the classroom activities.

The CCE Dept. Oversees the following areas which contribute to CCE:

  • Promoting positive TSR to build a school culture that supports pupils’ achievement of academic and CCE learning outcomes.
  • Promoting the overall mental well-being of pupils to enhance their emotional and social capacity to acquire and apply the CCE learning outcomes in their lives
  • Supporting pupils at-risk   so that they too may experience success in achieving the CCE learning outcomes
  • Promoting the provision of school Counselling support for pupils who need guidance and help to deal with social, emotional and behavioural problems so that their achievement of the CCE learning outcomes would not be hindered.
  • To facilitate the acquisition of SE competencies, a variety of existing platforms are used at YZPS:
  • The explicit teaching of Social and emotional Learning (SEL) as part of the CCE and through guidance areas which include ECG and SEd.
  • The infusion of SEL into existing academic curriculum
  • The use of teaching approaches that require students to apply SE competencies, for example, group work and cooperative learning

  • Providing a holistic and balanced school experience particularly through CCA,VIA, Learning Journeys(E³ Day) and  school camps
  • Providing structures and an environment that support learning and positive relationships with peers and significant adults (positive TSR) and building a sense of connectedness and community
  • Facilitating a supportive family environment through school-home collaboration
  • Helping pupils develop a sense of purpose and hope through provision of ECG.
